Kenyan counties funded to develop ICT roadmaps

The World Bank has released a total of KSh2.6 billion (US$30 million) to the Kenya ICT Authority towards the funding of ICT roadmaps in all of the 47 counties.

The county roadmaps used by counties will go hand in hand with the recently launched National Master Plan and county development plans, with the latest project meant to address efficiency, service delivery and transparency issues in county governments.

“The project plan has been informed by a county e-readiness survey carried out by the link a few months ago. In the report, most counties had challenges in capacity, aligning of their county goals to national goals, funding and availability of high end-skills especially in project management to execute large ICT projects,” the ICT Authority said.

The project will be implemented in phases and will also equip county headquarters with basic equipment including office software applications, while some counties will benefit from the implementation of a cloud-based solution.

HumanIPO reported in April the World Bank had approved KSh1 billion (US$12 million) to be allocated for ICT projects within the counties in Kenya, among them roadmaps and e-readiness projects.

This emerged from a presentation by Katherine Getao, ICT secretary at the Ministry of ICT, at the Connected Kenya summit in Mombasa.

“E-readiness data for 26 counties and capacity data for 47 counties had been collected by the ICT Authority and this provided a good idea of needs and gaps. This has led to the formation of ICTA county forums which have held three meetings since October 2013 with over 40 counties for county engagement,” said Getao.
