Kenyan government rolls out ICT Masterplan

The Kenyan government through the ICT Authority yesterday launched its National ICT Masterplan, setting the agenda for the ICT industry in Kenya for the next four years.

The masterplan was officially launched at the ongoing Connected Kenya summit held in Mombasa by Ministry of ICT principal secretary Joseph Tiampati, ICT Authority board chairman Edwin Yinda and National ICT Masterplan Taskforce chairperson Timothy Waema.

Waema said the masterplan had three pillars: e-government services, integrated information infrastructures and ICT human capital and workforce.

Implementation is on course and a total of 16 projects are to be implemented by 2017.

“There are some parts of the plan are being implemented such as the National Single Window and the National Payment Gateway,” Waema told HumanIPO.

“The next Connected Kenya will be around the implementation of the masterplan.”

With the implementation of the masterplan it is expected there will be increased coverage of national broadband, ultimately translating to 35 per cent of households, 100 per cent of schools and 100 per cent of health centres.

The plan is designed to help transition Kenya to a knowledge-based economy and also assist in the adoption of Vision 2030 priorities through ICT policies and initiatives.

It also proposes the inclusion of the president in the oversight committee so as to push the ICT agenda.

“Some proposals need to be driven by the highest office in the land,” Waema said in his presentation.

Other proposed governance changes include a national government forum, a county forum and an inter ministerial project steering committee.

The financing of the project will come from the government, private sector, development partners, capital markets and small business administration agency.
