Backlogs in visa processing and limited availability often create delays of months or even years before a foreign worker can enter the US. This problem is especially acute in high-tech sectors where there is a shortage of qualified engineers and computer scientists. By hosting workers on an offshore platform in international waters, we will facilite the ability of US firms to immediately employ these workers, allowing them to stay on the platform while they await visas.
